## Why a reliability programme

MSN-EXAMPLE-014 is back in the hangar. The component has been removed again, still inside the interval in the maintenance programme. Where the rule requires one, the feedback is a reliability programme.

[M.A.302 (full rule text)](https://avioverse.aero/regulations/easa/continuing-airworthiness/part-m/section-a-technical-requirements/m-a-302) Aircraft maintenance programme

> \[…]
>
> (g) For complex motor-powered aircraft, when the AMP is based on maintenance steering group logic or on condition monitoring, the AMP shall include a reliability programme.
>
> (h) The AMP shall be subject to periodic reviews and be amended accordingly when necessary. Those reviews shall ensure that the AMP continues to be up to date and valid in light of the operating experience and instructions from the competent authority, while taking into account new or modified maintenance instructions issued by the type-certificate and supplemental type-certificate holders, declarant of a declaration of design compliance and any other organisation that publishes such data in accordance with Annex I (Part 21) or, as applicable, Annex Ib (Part 21 Light) to Regulation (EU) No 748/2012.

Every other point of M.A.302 is quoted in the [maintenance-programme guide](https://avioverse.aero/guides/easa-aircraft-maintenance-programme-amp). This page does not restate those points.

Read (e) beside (g). The two sentences are not the same sentence.

## What the AMC says it is for

[AMC M.A.302(g) (full rule text)](https://avioverse.aero/regulations/easa/continuing-airworthiness/part-m/section-a-technical-requirements/m-a-302#amc-m-a-302-g) Aircraft maintenance programme

> RELIABILITY PROGRAMMES
>
> 1\. Reliability programmes should be developed for aircraft maintenance programmes based upon maintenance steering group (MSG) logic or those that include condition monitored components or that do not contain overhaul time periods for all significant system components.
>
> 2\. Reliability programmes need not be developed for aircraft not considered complex motor-powered aircraft or that contain overhaul time periods for all significant aircraft system components.
>
> 3\. The purpose of a reliability programme is to ensure that the aircraft maintenance programme tasks are effective and their periodicity is adequate.
>
> 4\. The reliability programme may result in the escalation or deletion of a maintenance task, as well as the de-escalation or addition of a maintenance task
>
> 5\. A reliability programme provides an appropriate means of monitoring the effectiveness of the maintenance programme.
>
> 6\. Appendix I to AMC M.A.302 and M.B.301(d) gives further guidance.

Quoted word for word from Regulation (EU) No 1321/2014, Easy Access Rules for Continuing Airworthiness, 2 Sep 2025 revision.

Point (g), quoted above, is the requirement. The AMC is not that sentence, and it does not name a statistical method. The appendix in point 6 is not quoted here. For safety performance indicators, setting alert levels from a baseline mean and standard deviation is worked through in [SPI Alert Levels and Targets: A Worked Example](https://avioverse.aero/articles/spi-targets-alert-levels-worked-example).

## What a reliability programme should contain

Appendix I to AMC M.A.302, section 6.5, describes the programme's contents. These are AMC recommendations: the programme should clearly define its procedures, significant terms and the items it covers, with cross-references where separate programmes control particular items.

Start with the objectives: recognising when corrective action is needed, deciding what action to take and checking whether it works. For an MSG-3 programme, the monitoring should address whether the related maintenance tasks are effective and their intervals remain appropriate.

The information sources should be listed, with collection and transmission procedures described in the CAME or MOE as appropriate. Examples include pilot reports, technical logs, maintenance worksheets, workshop findings, functional checks and technical delay reports. The information should support assessment of individual events as well as trends; a recurring defect and a change in overall performance both belong in that analysis.

The appendix allows graphical or tabular presentation, or both. It calls for explained analysis methods and clear responsibilities for administering the programme. Routine report content, production times and distribution should be defined, alongside procedures for reviewing programme effectiveness and, where used, alert levels.

For the practical reporting workflow, continue with [running an aircraft reliability programme step by step](https://avioverse.aero/guides/aircraft-reliability-programme-step-by-step).

## Where a change to the programme goes

A change that amends the AMP is still M.A.302. The [maintenance-programme guide](https://avioverse.aero/guides/easa-aircraft-maintenance-programme-amp) quotes the whole point. This page quotes (g) and (h) only.

The [CAMO guide](https://avioverse.aero/guides/easa-camo-continuing-airworthiness-management-organisation) quotes the organisation approval. The [airworthiness-review guide](https://avioverse.aero/guides/easa-airworthiness-review-certificate-arc) is the review. Neither is restated here.

## Turning reliability findings into programme changes

The CAMO's duty includes developing and controlling the applicable reliability programme:

[CAMO.A.315 (full rule text)](https://avioverse.aero/regulations/easa/continuing-airworthiness/part-camo/section-a-organisation-requirements/camo-a-315) Continuing airworthiness management

> \[…]
>
> (b) For every aircraft managed, the organisation shall in particular:
>
> (1) ensure that an aircraft maintenance programme including any applicable reliability programme, as required by point M.A.302 or ML.A.302 as applicable, is developed and controlled;
>
> \[…]

Quoted word for word from Regulation (EU) No 1321/2014, Easy Access Rules for Continuing Airworthiness, 2 Sep 2025 revision.

GM1 CAMO.A.315(b)(1) explains the Part-M approval connection: control includes presenting the AMP and its amendments to the competent authority for approval, unless an indirect approval procedure under M.A.302(c) covers them.

Appendix I, point 6.5.7, describes how findings lead to action. Changes may concern maintenance intervals or task content, operating or maintenance procedures, training, spares or equipment planning. Procedures should describe implementation timescales and how the effects will be monitored. The documentation should include a planned completion date for each corrective action where applicable.

This links the analysis back to M.A.302(h)'s periodic programme review. A finding may support adding or removing a task, or increasing or reducing its interval, as the AMC quoted above describes. The resulting AMP amendment still follows the applicable approval route. Recording the finding is the start; implementing the action and checking its effect complete the feedback.

## Where to read it yourself

The EASA sentences above are M.A.302 and M.A.301 in Annex I (Part-M), and AMC M.A.302(g), in the EASA **Easy Access Rules for Continuing Airworthiness**. Every EASA citation in this guide was checked against the **2025-09-02 revision**.

A published method for the statistics is FAA advisory circular AC 120-17B, Reliability Program Methods. It is not an EASA document, it is not binding in this system, and this guide does not quote it.

## Frequently asked questions

### When is an EASA reliability programme required?

M.A.302(g) requires a reliability programme for complex motor-powered aircraft when the aircraft maintenance programme is based on maintenance steering group logic or condition monitoring. M.A.301(e) separately requires analysis of AMP effectiveness for all complex motor-powered aircraft or aircraft used by licensed air carriers.

### What is the purpose of an aircraft reliability programme?

An aircraft reliability programme checks that maintenance programme tasks are effective and their intervals are appropriate. AMC M.A.302(g) describes it as a means of monitoring maintenance programme effectiveness, with results potentially leading to changes in task content or frequency.

### What should an aircraft reliability programme contain?

A reliability programme should define its objectives, the items it covers, information sources, collection procedures and methods of analysis. Appendix I to AMC M.A.302 also describes responsibilities, reporting arrangements, corrective action procedures and reviews of programme effectiveness, with significant terms clearly defined.

### What data is used for aircraft reliability monitoring?

Reliability monitoring can draw on pilot reports, technical logs, maintenance worksheets, workshop findings, functional checks and reports of technical delays. Appendix I to AMC M.A.302 says the information collected should support assessment of both trends and individual events, with collection and transmission procedures described.

### Who controls the reliability programme in a CAMO?

The CAMO must ensure that the aircraft maintenance programme, including any applicable reliability programme, is developed and controlled under CAMO.A.315(b)(1). For Part-M aircraft, GM1 CAMO.A.315(b)(1) explains that control includes presenting the programme and amendments for authority approval unless an indirect approval procedure covers them.

### How do reliability findings change the maintenance programme?

Reliability findings may lead to adding, removing or changing maintenance tasks and increasing or reducing their intervals. Appendix I to AMC M.A.302 describes corrective action procedures, planned completion dates where applicable and monitoring of the results. A change to the AMP still follows its applicable amendment and approval route.
