The exposition

The maintenance organisation exposition is the document in point 145.A.70.

What the MOE includes

145.A.70 (full rule text)Maintenance organisation exposition (MOE)

(a)The organisation shall establish and maintain a maintenance organisation exposition (MOE)

that includes, directly or by reference, all of the following:

(1)a statement signed by the accountable manager confirming that the maintenance organisation

will at all times work in accordance with this Annex, Annex I (Part-M) and Annex Vb (Part-ML),

as applicable, and with the approved MOE. If the accountable manager is not the chief executive

officer of the organisation, then the chief executive officer shall countersign the statement;

(2)the organisation’s safety policy and the related safety objectives referred to in point

145.A.200(a)(2);

(3)the title(s) and name(s) of the person(s) nominated under points 145.A.30(b), (c) and (ca);

(4)the duties and responsibilities of the persons nominated under points 145.A.30(b), (c) and

(ca), including the matters on which they may deal directly with the competent authority on

behalf of the organisation;

(5)an organisation chart showing the accountability and associated lines of responsibility,

established in accordance with point 145.A.200(a)(1), between all the persons referred to in

points 145.A.30(a), (b), (c) and (ca);

(6)a list of the certifying staff and, if applicable, support staff and airworthiness review

staff with their scope of authorisation;

[…]

(b)The initial issue of the MOE shall be approved by the competent authority. It shall be

amended as necessary so that it remains an up-to-date description of the organisation.

(c)Amendments to the MOE shall be managed as set out in the procedures referred to in points

(a)(10) and (a)(11). Any amendments that are not included in the scope of the procedure referred

to in point (a)(10), as well as any amendments related to the changes listed in point

145.A.85(a), shall be approved by the competent authority.

Quoted word for word from Regulation (EU) No 1321/2014, Easy Access Rules for Continuing Airworthiness, 2 Sep 2025 revision.

The lines quoted from point (a) are the accountable manager's statement, the safety policy, the persons nominated under points 145.A.30(b), (c) and (ca), their duties, the organisation chart, and the list of certifying staff and, if applicable, support staff and airworthiness review staff. Point (c) is which amendments shall be approved by the competent authority.

Why the exposition amendment form asks what it asks

Use the Avioverse Exposition amendment (no prior approval) form to record an MOE proposal and screen its approval route before implementation. The document reference, current and proposed revisions and changed chapters locate the change. The rationale and supporting evidence explain its purpose and give reviewers the relevant documentation, which 145.A.85(b) requires the organisation to provide to the authority for changes requiring prior approval. The form's title does not decide the route: its prior-approval question is the check that determines whether the proposal belongs in this process.

Screen the proposal against 145.A.85(a): changes to the certificate and terms of approval, the accountable manager and the persons referred to in 145.A.30(b), (c) and (ca), specified reporting lines, the procedure for changes not requiring prior approval, and additional locations other than those subject to 145.A.75(c). Point (b) covers those changes and any other prior-approval requirements in Part-145: apply before the change, provide the relevant documentation and implement only after formal authority approval, observing any authority-prescribed conditions during the change. Point (c) requires other changes to be managed and notified under the procedure approved by the competent authority in accordance with 145.B.310(h). The form's manager-review and compliance-review sections record the internal decision and the applicable authority action; an internal Approve response does not replace required authority approval.

Assign those written follow-up sections to the responsible process manager and compliance monitoring manager who are workspace members. Each records Approve or Request changes with a comment, or Not required with a reason. Record notification evidence for the route under point (c). If prior approval is required, record referral to the authority and request changes; do not implement the amendment before that approval. This explanation applies to the MOE branch. The CAMO guide covers the CAME branch under its own rules.

How a foreign Part-145 organisation may structure it

The rule says what the exposition includes. The EASA user guide UG.CAO.00024-010, written for foreign Part-145 approvals, describes ways to build that document. The sentences below are from that guide, revision label 2026-05-19.

1.7.1Single MOE document

The MOE is developed by the organisation as an unique and complete document containing all the

information required to show compliance with applicable EASA regulation and all detailed

procedures and lists customised by the maintenance organisation.

Quoted word for word from Foreign Part-145 approvals - User Guide for Maintenance Organisation Exposition (UG.CAO.00024-010), 19 May 2026 revision.

1.7.2MOE supplemented by associated procedures and lists

When the organisation is developing an MOE supplemented by associated procedures/lists, then:

[…]

the MOE must contain at least the information required by 145.A.70(a)1 to 145.A.70(a)12 and

145.A.70(a)17 and a minimum regulatory compliance procedure in each chapter 2 , and;

Point 1.7.1 is the single document. Point 1.7.2 is an MOE supplemented by associated procedures/lists. Must contain at least is a minimum. That sentence continues.

1.7.3Work instructions

Work instructions do not require EASA approval and are to be fully controlled by the maintenance

organisation. The Compliance Monitoring function remains responsible to ensure any such document

does not conflict with MOE or associated procedures/list.

Quoted word for word from Foreign Part-145 approvals - User Guide for Maintenance Organisation Exposition (UG.CAO.00024-010), 19 May 2026 revision.

1.3Exposition format and language

The MOE may be produced in hardcopy or electronic format;

Quoted word for word from Foreign Part-145 approvals - User Guide for Maintenance Organisation Exposition (UG.CAO.00024-010), 19 May 2026 revision.

How the exposition ties the series together

The overview sets out the terms of approval and the scope of work. The personnel guide sets out the persons nominated under points 145.A.30(b), (c) and (ca). The data and performance guide and the certification guide are the other parts of the same approval. The exposition is the description the organisation keeps up to date. The last guide, tool control and calibration, takes 145.A.40 into practice, including alternative tools and the exposition.

Where to read it yourself

145.A.70 is in Annex II (Part-145) of Regulation (EU) No 1321/2014, in the EASA Easy Access Rules for Continuing Airworthiness. That citation was checked against the 2025-09-02 revision. The structuring sentences were checked against UG.CAO.00024-010, library revision label 2026-05-19. The user guide is guidance for foreign Part-145 approvals, not a substitute for 145.A.70.

Frequently asked questions

What personnel information must the maintenance organisation exposition include?

Under 145.A.70(a), the MOE must include, directly or by reference, nominated persons' names and titles, their duties and responsibilities, and an organisation chart showing accountability and responsibility. It also includes certifying staff and, where applicable, support and airworthiness review staff, with their authorisation scopes.

Who approves the initial maintenance organisation exposition?

The competent authority approves the initial issue of the MOE under 145.A.70(b). The organisation must then amend it as necessary to keep it an up-to-date description of the organisation, with later amendments managed through the applicable procedures.

Does every MOE amendment need competent authority approval?

Not every amendment requires separate authority approval. Under 145.A.70(c), amendments outside the scope of the procedure for changes not requiring prior approval, and those relating to changes listed in 145.A.85(a), require authority approval. Other changes must be managed and notified through the authority-approved procedure.

Can an MOE change requiring prior approval be implemented after internal sign-off?

No. Under 145.A.85(b), a change requiring prior approval may be implemented only after formal approval from the competent authority. The organisation must apply before the change and provide relevant documentation. An internal review decision does not replace that approval.
